Shasthyo Shurokhsha Karmasuchi

The Health Economics Unit (HEU) of the Ministry of Health and Family Welfare (MoHFW) has developed the concept of a social health protection scheme: SHASTHYO SHUROKHSHA KARMASUCHI (SSK). SSK development was assisted by GFA Consulting Group and funded by KfW, the German Development Bank.

Initially the SSK scheme will be piloted in three Upazillas and cover only the Below-Poverty-Line (BPL) population. In the course of the project it will be decided if the scheme can be opened to Above-Poverty-Line (APL) population. On behalf of the BPL population the GoB will pay the premium and they don’t have to pay any money at the point of service delivery. Health card will be provided to every BPL household.

A list of reimbursable benefits will be basic in the beginning and will evolve over time. It shall be regularly updated. Ultimately, the benefit package will include:

In-patient care which is manageable mostly at Upazilla and partly at District level (upon limited referral)

  • Free Physician’s consultation in UHCs
  • Free drugs and diagnostic facilities in UHCs
  • Structured referral to the secondary level hospitals
  • Hospitalized SSK members will be treated according to defined medical treatment guidelines
